Legacy submits these comments to the Tobacco Product Scientific Advisory Committee (TPSAC) in support of our view that a careful and fair review of the scientific evidence demonstrates that the issuance of a tobacco product standard banning the use of menthol in cigarettes as a characterizing flavor would be "appropriate for the protection of the public health" as set out in the Family Smoking Prevention and Tobacco Control Act.
